What must exist before publication

Before public access or payment, alts.video needs to confirm:

supported languages, hours, and realistic response targets;
account-access, Reference deletion, abuse, billing, and refund escalation paths;
provider incident and service-status communication;
records needed to investigate a request without collecting unnecessary private content; and
